Proposed Capital Projects in the 2024-25 School Budget

 For the 2024-2025 the community will have the opportunity to vote for the following proposed Capital Projects to be expense from the Capital Reserves Funds (at a 0% increase of the tax payers levy).

The total Capital Work starting in July 1, 2024, will be financed in two ways, with no additional cost to the tax payers.  The first one is a $3 million transfer to our capital reserve account.

The second is an appropriation and expenditure from the Capital Reserve Funds. This is proposition #2 for the May 21, 2024 Budget Vote. 

The projects include:

  • Construction of  a gym for students at Shaw Avenue School,
  • Playground equipment at Shaw Avenue School,
  • Security vestibules at Clear Stream School, Forest Road School, and Shaw Avenue School,
  • Parking spaces at Shaw Avenue School, and
  • Other work required in connection therewith

The annual budget vote originally scheduled for Tuesday, May 19, 2020 will now take place on Tuesday, June 9, 2020 by absentee ballot only. No voting at schools. All qualified voters who are registered to vote will receive an absentee ballot by mail, with a postage-paid return envelope to return your ballot. If it is necessary to drop off your ballot at the District Office (175 N. Central Avenue), please follow signage that will be posted at the District Office. Bids & RFPs

In accordance with General Municipal Law and Board policy 6700, purchase contracts for materials, equipment and supplies involving an estimated annual expenditure exceeding $20,000 and public work contracts involving an expenditure of more than $35,000 will be awarded only after responsible bids have been received in response to a public advertisement soliciting formal bids.  Purchase contracts involve the acquisition of commodities, materials, supplies or equipment.  Public work contracts involve the solicitation of services, labor or construction.

Advertisement for bids will be published in the appropriate newspaper(s) at least five (5) days before the opening of the bid, not including the day of the opening.

Community Eligibility Program (CEP)

Valley Stream UFSD Thirty is now a recipient of the Community Eligibility Provision, (CEP), starting July 1, 2023. The CEP will be effective for 4 years with the possibility of reapplying or getting an additional grace year.

All students in Pre-Kindergarten through 6th grade (PK - 6th) enrolled at Clear Stream Avenue School, Forest Road School, and Shaw Avenue School are eligible to receive:

  • One healthy breakfast from 7:45am-8:15am in the cafeteria
  • One healthy lunch at school  

At no charge to your household each school day of the 2023-24 school year

 

Student Meal Account Refunds
If you would like to request a refund for the positive balance in your child's student meal account, please use the form below. This form should be printed and submitted to your building principal.

 

A la Carte
A la carte items such as water and snacks are NOT ELIGIBLE UNDER CEP and are available for purchase only. These items cannot be charged to a meal account unless there are funds available in the account, or the student has cash/check at the register at time of purchase.

Transportation

In accordance with New York State Education Law and Board of Education policy, all requests for transportation of children in the Valley Stream Thirty School District to private and parochial schools for the following school year must be submitted in writing by a parent, guardian or authorized representative no later than April 1st. Parents whose children currently receive transportation to private and parochial schools must submit a new request each year along with proof of residency. Local Government Services
The Town of Hempstead and Valley Stream provide many local government services, excluding public education and police protection, and comprise a portion of your property tax dollars.
 

Public Education
School taxes, collected by the Receiver of Taxes, are forwarded directly to your local school district and used to fund the operation of public schools. In Valley Stream, your school taxes support initiatives like providing technology devices to students, maintaining school facilities, and funding academic and extracurricular programs.
 

Other Services
You may also be supporting other village services like sanitation, volunteer fire services, and park amenities through your property taxes. 

What Determines Community Information And How Tax Dollars Are Used:

Assessment and Exemptions
Your property's assessed value, determined by Nassau County, affects your tax bill. Property tax exemptions, such as the STAR exemption, can reduce the taxable assessed value and therefore lower your tax liability.
 

PILOTS
Payments in Lieu of Taxes (PILOTs) are agreements between a business and an Industrial Development Agency (IDA) where a business pays a stabilized schedule of real estate taxes over a determined period, often to incentivize development or expansion. PILOT payments are distributed to tax jurisdictions similarly to standard tax payments and are often a net increase in revenue for the municipality compared to what a straight tax payment would have been for an underdeveloped property.
 

School District Budgets
School district budgets, decided by the local Board of Education, significantly influence the school tax portion of your bill. These budgets involve balancing revenue and expenditures, considering existing and new programs, meeting contract obligations, and planning for the future.
